Fatal Wrong-Way Collision on I-84 Leaves Community Reeling, Legal Questions
The deadly crash shocked the community and raised some questions.

This article is for informational purposes only and does not constitute legal advice. Investigations are still underway, and statements may change as more facts emerge.

A head-on crash with a wrong-way driver early Saturday, September 20, 2025, on Interstate 84 near Corbett, Oregon, ended in tragedy. Jeff Flood, 40, a well-known youth sports coach from Boring, died in a fiery collision with a BMW driven by 26-year-old Autumn Breeze Willis of Beaverton, who was reportedly driving west in the eastbound lanes. Oregon State Police say the crash occurred near milepost 24 around 3:50 AM. The Tesla driven by Flood caught fire and was fully engulfed. Willis was seriously injured and taken to a hospital for treatment. I-84 was closed for about five hours during the crash investigation.

What we know and what’s still unclear

Early Saturday morning, near milepost 24 on I-84 in the Columbia River Gorge, Jeff Flood of Boring was driving east when his Tesla was struck head-on by a BMW driven by Autumn Breeze Willis, who was traveling the wrong way in the eastbound lanes. The crash caused the Tesla to catch fire; Flood was killed at the scene, and Willis survived with serious injuries. Oregon State Police, Corbett Fire, Multnomah County Sheriff’s Office, and ODOT responded.

The highway was closed for approximately five hours as investigators secured the scene. What remains unclear: whether drug or alcohol impairment played a role, what speed either vehicle was traveling, how Willis came to enter the freeway wrong-way, and exactly how liability will be determined, since state troopers have withheld many details while the criminal investigation continues.

Repercussions expected

Several legal and insurance-related consequences are likely to follow this crash:

  • Criminal liability: Depending on what is discovered, Willis could face charges—potentially reckless driving, vehicular homicide, or other offense(s) if negligence, impairment, or similar culpable conduct is proven
  • Civil claims: The family of Jeff Flood may pursue a wrongful death lawsuit. Damages could include loss of financial support, funeral expenses, and emotional damages
  • Insurance consequences: Will depends on policy terms, what fault is established, and how insurance companies handle claims when a wrong-way driver is involved. We’ll likely see thorough scrutiny of statements, evidence, and reconstruction reports

What this means for our readers

For those affected by similar crash scenarios, this case illustrates both the civil and insurance issues that often follow fatal wrong-way accidents. Family members of victims may be eligible to pursue wrongful death claims, seeking compensation for funeral expenses, loss of income, and emotional suffering. Because details like impairment, speed, and vehicle data tend to be central in proving liability, preserving all evidence—medical records, photos, witness statements—is critical.

Lessons and safety takeaways

While each situation is unique, several lessons emerge from this tragic event:

  1. When encountering a wrong-way driver or seeing signs you’ve entered the highway in error, move out of the way safely, call 911, and note your location
  2. Dashcams and photographs can be critical evidence—not only for proving what happened, but in supporting your version of events when insurers or investigators examine fault
  3. After a crash, preserve medical records, police reports, and any documentation of injuries, damages, and lost earnings. These will be essential for both criminal proceedings and any civil or insurance claims

As the investigation continues, many in the Corbett area and beyond are grieving the loss of a dedicated community member. For victims, families, and witnesses of crashes involving wrong-way drivers, understanding both the legal and emotional terrain is crucial.
