Chaos on I-95: Officer Shot, Suspect Critical After Pursuit Ends in Crash & Gunfire
A South Daytona police officer was shot twice after a suspect fleeing a road rage incident crashed on I-95 and opened fire. The suspect was also shot and severely burned.

A Sunday morning pursuit that began with a road rage call in Port Orange escalated into a nightmare on Interstate 95, leaving a South Daytona police officer shot twice and a suspect in critical condition with severe burns. The incident, which unfolded around 6 AM on March 15, 2026, shut down lanes of the major interstate for hours and added to a weekend of heightened tensions in the Volusia County area, which saw five shootings over three days during Spring Break.

This harrowing event underscores the unpredictable dangers law enforcement officers face daily and the complex legal aftermath that follows when a vehicle pursuit culminates in violence.

From road rage to a fiery end

The chain of events began when Port Orange police officers responded to a road rage incident off Country Lane. A suspect was identified as 31-year-old Todd Anthony Martin of Port Orange. Before officers could detain him, Martin fled in his vehicle, sparking a pursuit.

The chase continued with assistance from the South Daytona Police Department. The pursuit came to a violent halt when Martin's vehicle crashed while traveling northbound on Interstate 95 near the I-4 interchange.

What happened next turned a traffic stop into a battlefield. According to authorities, after the crash, Martin opened fire on pursuing officers. Officer Jake Fessenden of the South Daytona Police Department was struck twice in what officials described as "critical areas".

Another officer returned fire, striking Martin as well. Despite being wounded, Martin fled on foot and attempted to steal a police vehicle. According to investigators, he then electronically altered the patrol car, causing it to catch fire. Martin remained inside the burning vehicle for several minutes before jumping out, suffering severe burns.

Two men hospitalized

Both Officer Fessenden and Martin were rushed to Halifax Medical Center. Fessenden underwent surgery and was reported to be in stable condition and in good spirits. South Daytona Police Chief Joseph LaSata provided an emotional update, stating, "God was on his side today. He was hit twice in two critical areas, but we’re being told he’s in stable condition and he’s gonna be fine".

Martin remains hospitalized in critical condition, being treated for both a gunshot wound and extensive burns. Authorities confirmed that no individuals were injured in the initial road-rage incident that triggered the pursuit. Investigators also stated there is no known connection between Martin and the victim from the original call.

A weekend of violence in a spring break hotspot

This shooting did not occur in isolation. The incident was the fifth shooting in the Daytona Beach area over a three-day period during the peak of Spring Break. While none of the other shootings occurred on the beach itself, video shared online showed thousands of panicked spring breakers running from the chaos, raising concerns about public safety in the popular tourist destination.

The Volusia County area, known for its beachside attractions, faced intense scrutiny as visitors and residents alike questioned whether the violence would overshadow the vacation atmosphere.

The investigation and legal implications

The investigation is being led by the Port Orange Police Department, with assistance from multiple agencies. Traffic around Beville Road, Interstate 4, and Interstate 95 remained heavily congested for hours as investigators processed the scene.

This incident highlights several critical legal and safety considerations:

  1. The danger of fleeing: Martin's decision to flee a road rage incident escalated a minor confrontation into a life-threatening situation involving gunfire, a crash, and severe burns. Fleeing from law enforcement is not only a crime but also exponentially increases the risk of catastrophic outcomes for everyone involved
  2. Officer safety on the road: This event is a stark reminder that for law enforcement, every traffic stop or pursuit carries the potential for deadly violence. Officer Fessenden's survival is a testament to his resilience and the skill of his medical team
  3. Civil liability for injuries: Martin, if he survives, faces serious criminal charges including attempted murder of a law enforcement officer, assault with a deadly weapon, and numerous traffic violations. Additionally, he may face civil liability for the injuries and damages he caused. Victims of crime—including law enforcement officers—have the right to seek compensation for their injuries, medical expenses, and suffering through the civil justice system
  4. Public safety concerns: The series of shootings during Spring Break raises questions about adequate policing and safety measures in crowded tourist areas. For visitors and residents, understanding their rights and resources in the event of unexpected violence is essential

Looking ahead

Officer Jake Fessenden is expected to recover and be released from the hospital soon. His colleagues and the community have rallied around him, with Chief LaSata expressing gratitude for the outpouring of support. Meanwhile, Todd Martin remains in critical condition, his future uncertain. The investigation continues, and additional charges are expected as prosecutors review the case.

For now, a community breathes a sigh of relief that a tragedy was not worse, and prays for the full recovery of a brave officer who ran toward danger to protect others.
